what about

an english national parliment, in westminster with more or less the same amount of MPs (ideally you want the right numbe of MPs)(we can discuss this later), it can do everything that Holyrood can.

A national place, with 52 english, 6 scots, 1 welsh and 1 irish, it deals with all the National stuff and the only national stuff, it does the stuff that holyrood cant
