Fuel duty and VAT are only a percentage of the price of the fuel at the pump so, even though fuel duty may be 54p a litre now, it wouldn’t be 54p a litre if fuel was cheaper. Half the price of fuel, or instance, and fuel duty would be 27p and VAT would still be 15% but it would be half in monetary terms what it is now.

Fuel duty is 54p per litre and then there is 15% VAT to be added. Your 70p per litre looks a bit optimistic I’d say.
