Austria proposes EU tax

As promised, the Austrian President, in his capacity as EU President, has introduced a proposal for an EU tax.
He says that he knows that giving the EU the power to directly tax people won't be popular but it is, apparently, necessary. He very kindly explains why it is necessary - to stop the arguments and bad feeling about the EU budget
